Advocating for Stony Plain

Advocacy is the strategic and deliberate process to bring about change in policies and practices. Advocacy can go beyond aiming simply to change policies, and can also include the ability to influence decision-making processes. More specifically, advocacy means representing the interests, priorities, and positions of Council and the residents of Stony Plain to other governments and stakeholders.

The Town of Stony Plain is committed to pursuing partnerships and advocating with regional municipalities and other orders of government to provide infrastructure, programs, and services to our growing urban municipality.

On June 8, 2026, Council reviewed and approved the Advocacy Priorities for 2026. 

Priorities

The development of a Community Recreation Facility continues to be a strategic priority for the community since 2018 and is included as a priority in the 2026-2029 Strategic Plan. The construction of phase 1 of the facility will be completed in 2026, with a sport court and six sheet curling facility. Plans and partnership are needed for next phases, including indoor aquatics and ice facilities. Partnership and commitment are critical from the federal and provincial governments to ensure health and wellness infrastructure can meet the needs of a growing Stony Plain and region.

Why is federal, provincial, and regional municipal government investment and support important?

As Stony Plain continues to rapidly grow, at an average rate of 1.5% each year, the need for updated recreation facilities becomes increasingly critical to accommodate the health and wellness needs of the community and surrounding region. 

The new community recreation facility will support the fulfillment of the region’s indoor facility needs, providing meaningful and accessible recreation experiences. These experiences foster individual and community health and wellbeing, offering opportunities for life-long participation and economic diversification.

An investment in recreation is an investment in the health of community. The time is now to deliver on this critical piece of multi-phase facility infrastructure that will benefit Stony Plain and the surrounding region. Support and partnerships from the federal, provincial, surrounding municipal governments demonstrate the responsibility and collaborative effort required to build communities.

Dedicated partnership and funding support from the federal and provincial government are essential to maintain the critical infrastructure for Stony Plain's growing community. The 2026 capital budget for Stony Plain is just over $33 million.

Over the past 15 years, Stony Plain has experienced steady annual growth of 1.5% and currently boasts a population of 20,000 people. Partnership and commitment are critical from the federal and provincial governments to ensure highway corridors can meet community growth needs, support business investment and housing demands.

Transportation corridor investments will unlock neighbourhoods of employment and growth:
     •  North Business Park/Highway 16A/779
     •  Highway 628
     •  Old Town South

Why is federal and provincial municipal government investment and support important?

To serve a growing community of close to 20,000 people, the Town of Stony Plain owns and maintains an increasing amount of infrastructure, parks, facilities, fleet, and equipment including:

  • 120 kilometres of water mains
  • 109 kilometres of sewer mains
  • 84.5 kilometres of storm drainage mains
  • 208 kilometres of roads
  • 102 kilometres of sidewalks
  • 52 kilometres of trails

In addition, Stony Plain owns and maintains over 15 facilities, gazebos, outdoor rinks, tennis courts, parks, playgrounds, sports fields, water reservoirs, and utility lift stations.

Three provincial highways cross through the Town of Stony Plain; highways 628, 779 and 16A. These roadways are crucial for the local economy, the needs of residents and the future growth of the community.

To recognize and ensure federal and provincial governments commit to fund the transportation infrastructure needs of Stony Plain as a growing urban community.

WestView Health Centre supports over 90,000 residents throughout Stony Plain, Spruce Grove and Parkland County. As the region continues to experience growth, WestView investment or expansion is needed to address healthcare needs. Capital requests have been identified for items such as a CT scanner, underutilized facility spaces, and optimizing the facility and services to ensure the critical healthcare needs are being met. The continued viability of WestView Health Centre  impacts on broader health and wellness outcomes for residents of Stony Plain and the surrounding region. Investment in WestView will alleviate pressures faced within Edmonton by addressing a broader need for improved regional healthcare.

Stony Plain recently welcomed a temporary K-6 francophone school, Ecole La Trinité,  in response to growing local and regional demand. The enrollment and interest have accelerated the need and planning for a permanent K-12 school. The Town has prepared a school site and Conseil scolaire Centre Nord has been approved in 2026 for “planning” funding from the Government of Alberta. 

Why is provincial government investment and support important?

In recent years patients have faced extraordinary wait times when arriving at the WestView Heath Centre, pushing it to the limits of its service capacity. Due to this, residents at times are travelling out of the region to access healthcare services that have previously been available within the community.

The province has acknowledged the need for additional school capacity to support our growing population of students. There is an opportunity to fund, advance the construction, and begin operations of a permanent K-12 francophone school. This investment will be transformational for the regional francophone community and Stony Plain.

Provincial investment in WestView Health Centre will support improved healthcare access for residents from across the Tri-Municipal Region and relieve pressure on surrounding hospitals and clinics. From diagnostics to expansion, working with the Government of Alberta and healthcare providers collaboratively, to identify the best investments in this facility is critical for addressing healthcare challenges.

Provincial investment in a new permanent francophone school will support the growing student population and francophone learning demand. The Town has worked collaboratively with the francophone school board to prepare the future school site and provided support to ensure a new K-12 school will thrive in Stony Plain.

Planning and preparing for continued growth in Stony Plain requires investment and commitment to expand diverse housing options. Prospective residents want to call Stony Plain home, increasing the demand for affordable housing and access to amenities and services. Support and partnership with other orders of government and housing stakeholders will ensure Stony Plain can continue to welcome and plan for a population of 30,000.   

Why is federal and provincial government support for regional collaboration important?

In 2022 the Town of Stony Plain prepared a Housing Strategy, aligning with the Government of Alberta strategy, to identify actions that will create and maintain affordable, safe, and suitable housing options in Stony Plain. From this strategy we identified the need for 175 affordable housing units, as well 105 supportive housing units and 825 seniors housing units.

We continue to make progress in addressing these needs, including support from the federal government through the Housing Accelerator Fund. Collaboration, effort, and investment need to be advanced, as Stony Plain continues on a path of growth.

Caring and supporting for our most important community asset, people, requires ongoing partnership and understanding of the unique needs for Stony Plain. Strengthening community connection through preventative social programs is essential to address root causes and build on local solutions. 

Why is federal and provincial government commitment to support local social development important?

Ensuring Stony Plain has the needed infrastructure and services to provide safe and supportive opportunities for all to live, work, and play is a commitment of high value in Stony Plain. This requires having the necessary funding and autonomy to guide public safety and social development services based on the needs of Stony Plain, with the support of the provincial and federal government.

Public safety

Public safety is an important shared responsibility that must be responsive to the needs of the community. The RCMP provides contracted police service for Stony Plain and is housed in a shared detachment serving the Town of Stony Plain, the City of Spruce Grove, Parkland County and the surrounding areas. Police service oversight is governed by provincial legislation and an agreement between the federal and provincial governments. The federal government is responsible for the RCMP and the framework of services provided to the municipality.  

Social development

Stony Plain continues to foster a sense of community belonging and inclusion. The provincial government is also responsible for leading services for seniors, income, employment, disabilities and community-based supports, family violence prevention, and family & community support services. Stony Plain, as well as a number of local organizations, have agreements with the provincial government to deliver services in support of shared goals for community and social development.

Federal and provincial governments provide the necessary funding and support for public safety and social development in Stony Plain, ensuring services are both preventative and responsive to local needs.

Objectives

Advocating for Stony Plain involves Council formalizing goals and practices around advocacy to other orders of government and key stakeholders. The objectives of coordinated advocacy are to:
  • Define what and how advocacy is conducted
  • Outline roles and responsibilities of Council and Administration
  • Define the advocacy initiatives with consistent key messages, target audience, stakeholders, and tactics
  • Provide transparency between Council and Administration regarding the actions and the monitoring of interactions between Council and other levels of government
  • Track the effectiveness of advocacy for each initiative. The advocacy plan is updated annually by Council to ensure the tactics are achieving the priorities and consistent with the Town’s Strategic Plan and Corporate Plan.
